Sir Keir Starmer has promised sweeping sanctions to heap pressure on Russia and get President Vladimir Putin "not just to talk, but to make concessions". The Prime Minister said US President Donald Trump has "changed the global conversation" on Ukraine but that this provided an "opportunity" as world leaders marked the third anniversary of Russia's invasion.

President Volodymyr Zelensky, who has already said his country will not accept the outcome of any talks it has not taken part in, was visiting Turkey where he reiterated his demand for a full return to 2014 borders, before the annexation of Crimea.
