Cuba made fast progress restoring power to swaths of the Caribbean island nation on Tuesday, both in Havana and outlying provinces, even as emergency and grid workers struggled to reach areas ravaged by Tropical Storm Oscar.

Oscar dissolved over the Bahamas Tuesday afternoon, drenching the islands with a few inches of rain. The former tropical storm is expected to drop about 3 to 5 inches of rain on the Bahamas and the Turks and Caicos as it crosses the islands.
