Cagayan's civil defense chief Rueli Rapsing said he expected local governments to take 40,000 people to shelters, roughly the same number that were preemptively evacuated ahead of Typhoon Yinxing, which struck Cagayan's north coast earlier this month.

The storm made landfall on the island of Luzon. Forecasters warned of torrential rain and landslides in the north of the country.

Authorities cleared uprooted trees and debris in the northern Philippines on Friday as Typhoon Yinxing blew out to sea after pounding the coast overnight, ripping roofs from homes and forcing thousands to seek shelter.
