Canada and Mexico are trying to get the United States not to follow through on a promise by President Trump to impose tariffs of 25% on imported goods.

Several cartel operatives said that for the first time in years, they genuinely feared arrest or death at the hands of the authorities.

Mexico on Thursday sent the United States 29 people accused by American authorities of being drug cartel members, the two governments said.
